Three weeks before the 3 November midterms, Republicans hold the House with 218 seats to the Democrats’ 214, plus one independent and two vacancies. They hold the Senate 53 to 47. Polling averages show Democrats ahead on the generic congressional ballot by about 8 points: RealClearPolitics had it at 50.4% to 42.2% on 6 October, and Nate Silver’s average at 8.9 points on 9 October. A year ago the gap was under 3.

Oversight.gov, the shared website of the federal inspectors general, lists 27 vacant IG posts as of October 2026. About 20 of them are posts the President fills with Senate confirmation. Only six have a nominee pending.

Several have been empty since the night of 24 January 2025, when at least 17 inspectors general were fired by email. They include Interior, State, Housing and Urban Development, the Environmental Protection Agency, Transportation, Energy, Education and the Office of Personnel Management. Treasury’s IG post has been vacant since 2019.

When Congress comes back after the 3 November midterms, it will have about five weeks before several deadlines land on the same day. The stopgap funding law, H.R. 6500, signed on 2 September, keeps the government open until 11 December. The same law carries the National Flood Insurance Program, the 2015 cyber threat-sharing law, surface transportation authority and the EPA’s chemical fee programme to that date.

The farm bill has already lapsed. The defence policy bill is stuck in the Senate. And a long list of health and tax items runs out on 31 December.

On 9 October 2026 the FDA approved Hovilpri, an antiviral, as its 46th novel drug of the year. That already matches all of 2025, when the agency’s drug centre approved 46 new drugs, down from 50 in 2024. By that measure, the FDA’s core work is holding up.

The agency around it has been in constant motion. The FDA has no confirmed commissioner. Marty Makary, confirmed in March 2025, resigned on 12 May 2026. Kyle Diamantas has been acting commissioner since. The President’s nominee, Heidi Overton, had her Senate HELP committee hearing on 24 September and is waiting for a vote.

On 5 August the FDA rejected the last legal objection to its ban on Red No. 3, a petroleum-based dye used in candy and baked goods. That confirmed the deadline: from 15 January 2027 the dye can’t be used in food sold in the US. Ingested drugs have until January 2028.

The FDA revoked Red No. 3 in January 2025 under the Delaney Clause, which bars additives shown to cause cancer in animals. It’s the only petroleum dye removal so far backed by a binding federal rule.

In August 2026 the federal government employed 2.674 million people on Bureau of Labor Statistics payroll figures, down 336,000 from 3.010 million in January 2025. GAO counted about 378,000 departures from 22 large agencies in 2025 against about 127,000 hires.

The government is hiring again, slowly, and under rules that look nothing like the old system. OPM’s own data, as of 10 October, show job announcements up 7.6% in fiscal 2026 on the year before, with 12,511 positions open.

The fiscal 2027 budget asked Congress for $1.5 trillion for national defence, a 42% jump. The Pentagon is starting the year on $838.5 billion, under a continuing resolution that runs to 11 December and bars new programmes. The annual defence authorisation bill, which Congress has passed every year for more than six decades, is stuck in the Senate.

The gap between what was asked and what exists is the widest in years.

The Defense Department bought $400 million of MP Materials preferred stock at $30.03 a share, with warrants, added a $150 million loan, and promised two things a market investor never would: a ten-year price floor of $110 per kilogram for the company’s neodymium-praseodymium oxide, and a ten-year commitment to buy all the output of a new magnet plant.

On 29 June 2026 the Supreme Court ruled 6 to 3 in Trump v. Slaughter that the President can remove members of the Federal Trade Commission at will. It overruled Humphrey’s Executor, the 1935 case that let Congress protect commissioners of independent agencies from removal except for cause.

Three months later, several agencies that Congress designed to be bipartisan have no members from one party, or none at all. The Election Assistance Commission has had no commissioners since 9 July, when the White House fired its two Democrats and its Republican resigned. A White House official said “the Slaughter decision gives the President precedence to do so.”

FedRAMP is the US government’s security approval for cloud services. If a federal agency wants to run its work on someone’s cloud, the service generally needs FedRAMP clearance first. In fiscal 2026, which ended on 30 September, the programme issued 92 new certifications, bringing the total to 538 cloud offerings. Agencies issued 760 new authorisations to use them.

It did that with 17 federal employees, 15 contractors and a budget of $10 million, of which it spent just under $9 million.

The House has passed three: Military Construction and Veterans Affairs on 15 May by 400 votes to 15, Agriculture on 4 June by 213 to 210, and National Security and State on 15 July by 217 to 209. The Senate hasn’t marked up a single one. Everything runs on a stopgap that expires on 11 December.

On 7 October 2026 the Government Accountability Office issued two more decisions finding that the executive branch broke the Impoundment Control Act. One concerned the EPA’s Community Change Grants. The other found that HHS’s Agency for Healthcare Research and Quality withheld more than $78 million that Congress had appropriated.

They join a long list. In 2025 GAO found violations involving electric-vehicle charging money under the NEVI programme, the Institute of Museum and Library Services, Head Start, the National Institutes of Health, FEMA and, in part, a DOE school-energy programme. By April 2025 it had 39 impoundment investigations open.

The Pentagon’s latest estimate puts the cost of the war with Iran at $43.6 billion as of 3 September. Of that, $11.2 billion has been spent on operations and $32.4 billion is the cost of replacing munitions and equipment, which hasn’t been funded. The figure leaves out repairs to bases in eight countries.

Every estimate so far has been overtaken by the next. The Defense Department’s inspector general counted $33.4 billion through June. Defense Secretary Pete Hegseth told Congress in July the war would cost $37.5 billion through September. CBO, in a letter on 15 September, put the cost through 1 August at about $38 billion, with $2 billion to $3 billion more each month.

Congress hasn’t approved significant new money for Ukraine since April 2024, the Congressional Research Service noted in its update of 31 August 2026. The US has committed more than $68 billion in weapons and equipment since February 2022. About $4.96 billion in authority to send weapons from US stocks remained unused at the end of June.

US weapons still reach Ukraine. Since July 2025 they’ve mostly come through PURL, the Prioritized Ukraine Requirements List, under which European and other allies pay for US equipment. On 8 October the chair of NATO’s Military Committee said Ukraine had received $10 billion worth of US weapons that way.

On 18 September the President signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. It passed the Senate 86 to 11 and the House 262 to 159. Its main provisions take effect on 19 October.

The law lets the President impose tariffs of up to 500% on Russian goods, and of up to 100% on the five largest buyers of Russian oil or gas, or the five biggest helpers in evading sanctions. It requires sanctions on Sberbank, VTB and Gazprombank, bans trading in some Russian securities, and adds sanctions on Rosatom, the state nuclear company, from 2028. Lifting the Russia measures requires a peace deal Ukraine accepts. The President can waive almost everything on national interest grounds.

On 30 September the US and South Korea announced a framework for up to $120 billion in Korean investment to finance eight large reactors on federal sites: six Westinghouse AP1000s in three two-unit plants, and two Korean-designed APR1400s. Korea would take a 5% to 10% stake in Westinghouse. The terms aren’t binding.

The same day, Holtec filed for permission from the Nuclear Regulatory Commission to retrieve a fuel assembly that tipped over during fuel loading at the Palisades plant in Michigan on 30 August. The NRC noted “significant bowing” of the assembly. Fuel loading is paused, and there’s no new restart date for what was meant to be the first US reactor to come back after shutting down.

On 30 September 2026 GAO published its accounting of what happened to the US Agency for International Development. Between January 2025 and March 2026, USAID ended about 6,780 of its 7,510 awards, on which $79.1 billion had been obligated. About $52.1 billion in active awards remains, now managed by the State Department. USAID’s staff fell from about 13,600 to 241 by April 2026.

GAO also found that State had no documented guidance for deciding which awards to end. It made three recommendations, which State accepted.

The Department of Energy runs seventeen national laboratories and some of the fastest computers in the world. Since November 2025 it has also been running the federal government’s main bet on AI for science.

Executive Order 14363, signed on 24 November 2025, launched the Genesis Mission. It told the Energy Secretary to list at least twenty national science and technology challenges within 60 days, to find computing resources and data within 90 to 120 days, and to show an initial working version of a shared AI platform on at least one challenge within 270 days, which fell in late August 2026.

On 8 October FEMA turned down Illinois’s request for federal help with damage from storms in August, across eight counties. Administrator Cameron Hamilton said aid was “not warranted.” The state is appealing, and Darin LaHood, a Republican congressman from the area, objected.

It’s the latest in a run of denials that has shifted disaster costs to states. In July FEMA denied requests from New Jersey, New York, Massachusetts and Rhode Island for a winter blizzard, together worth about $227 million. All four have appealed.

The federal government spent $1.143 trillion on net interest in fiscal 2026, according to the Congressional Budget Office’s monthly review of 8 October. That’s $115 billion, or 11%, more than in fiscal 2025. It’s more than the Defense Department spent on the military, $916 billion, and more than Medicare, $1.069 trillion. Only Social Security, at $1.654 trillion, cost more.

Interest now takes about 15 cents of every federal dollar spent, and about 21 cents of every dollar collected.

On 30 September a three-judge panel of the Court of International Trade in New York heard the first major challenge to the tariffs that replaced the emergency tariffs struck down in February. The case, brought by importers including a spice company, Burlap & Barrel, and a watchmaker, Collective Horology, argues that the US Trade Representative stretched Section 301 of the Trade Act of 1974 beyond what Congress allowed.

The judges pressed the government on why USTR hadn’t considered the different development levels of the 60 economies covered. On 2 October the court ordered both sides to file more briefs answering its questions.

For three months in 2026, the US government collected less in customs duties than it paid back. Net customs receipts were minus $0.04 billion in May, minus $25.56 billion in June and minus $8.55 billion in July, according to Treasury’s monthly statements. In June alone, refunds reached $49.18 billion.

The refunds followed the Supreme Court’s ruling in February that the President couldn’t impose tariffs under the emergency powers law. Importers had paid about $166 billion under those tariffs. By September, Customs and Border Protection had certified about $122 billion in refunds, including interest.

GAO decided 380 on the merits and sustained 53, a sustain rate of 14%, down from 16%.

The more telling number is the effectiveness rate: in 52% of cases the protester got some relief, either because GAO sustained the protest or because the agency fixed the problem itself before a decision.

As of early October 2026, employers filing new H-1B visa petitions don’t have to pay the $100,000 fee the President imposed in September 2025. Two federal judges have blocked it.

On 8 June 2026 Judge Leo Sorokin in Massachusetts vacated the fee in a case brought by 20 states, ruling that it is effectively a tax only Congress can levy, and arbitrary. The First Circuit refused to lift his ruling in July. Around 30 September, Judge Haywood Gilliam in California blocked USCIS and the State Department from enforcing it in a separate suit by unions, employers and nonprofits. A Washington district court had upheld the fee in December 2025 in a case brought by the US Chamber of Commerce, which is appealing. The administration has extended the fee to September 2027 and in August proposed making it permanent, at about $103,000.

On 6 October GAO released its decision on protests against the Army’s MAPS contract, a $50 billion vehicle for professional and IT services. It upheld the Army. But it said the solicitation’s mix of old Federal Acquisition Regulation clauses and new ones from the administration’s FAR overhaul could leave bidders unable to tell which version applied, and called it “not a model of clarity.”

That’s the problem contractors have described all year.

Federal agencies reported $186 billion in improper payments for fiscal 2025. About $153 billion of that was overpayments. The rest is mostly payments that agencies can’t show were correct, because the paperwork is missing.

Since 2003, the cumulative total is about $2.8 trillion, according to GAO. Most of it comes from a handful of large programmes.

Where the money goes

Medicare is the biggest source, at about $57 billion across its parts. Medicaid reported $37.39 billion. In Medicaid, about 77% of improper payments come from insufficient documentation, often eligibility files that states couldn’t produce, so the figure overstates outright waste.

It left another open: whether anyone can make them pay.

Between April 2025 and June 2026, Britain’s online safety regulator, Ofcom, fined nine providers based outside the UK under the Online Safety Act.

On 5 October 2026 the Department of Energy offered Vistra a conditional loan of up to $4.2 billion to boost output at three nuclear plants, Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio. The deal adds 433 megawatts and keeps about 4 gigawatts running for another twenty years. A month earlier DOE closed a $1.9 billion loan to NextEra to restart the Duane Arnold nuclear plant in Iowa.

In October 2025 Energy Secretary Chris Wright used a rarely invoked power under the DOE Organization Act to direct the Federal Energy Regulatory Commission to consider a national rule for connecting large electricity users, mainly data centres, to the transmission grid. He asked for a final rule by 30 April 2026.

FERC didn’t write one. On 18 June it instead ordered the six grid operators it regulates, PJM, MISO, SPP, CAISO, ISO New England and NYISO, to show why their rules for large loads are just and reasonable, or change them. It left the national rulemaking docket open. In August it gave the operators 90 more days, and ISO New England plans its tariff filing on 16 November.

On 5 October the Supreme Court sent back to the Ninth Circuit a ruling that had blocked the end of Temporary Protected Status for Venezuelans, in light of its June decision limiting court review of TPS terminations. DHS counts about 348,000 Venezuelans under the 2023 designation and about 268,000 under the 2021 one. Work permits extended under a May 2025 order expired on 2 October.

Three days earlier, the President’s determination setting the refugee ceiling for fiscal 2027 at 17,500 was published in the Federal Register, up from a record low of 7,500. Most places are reserved for Afrikaners from South Africa, under a February 2025 order.

On 11 September 2026 a new obligation started for every company selling software or connected hardware in the EU. If a vulnerability in one of their products is being actively exploited, they now have 24 hours to send an early warning, 72 hours to file a notification, and 14 days after a fix is available to send a final report. It applies to products already on the market too. ENISA, the EU cybersecurity agency, opened its single reporting platform the same day.

On 16 September 2026 the Federal Reserve raised its policy rate by a quarter point, to 3.75–4.00%. It was the first increase since July 2023, and the vote was 12 to 0. The Fed’s statement said inflation remained elevated. Its median projection pointed to one more hike before the end of the year.

Two weeks later, the September jobs report showed employers added just 29,000 jobs. July was revised to a loss of 10,000. Unemployment was 4.2%.

Border Patrol made 8,870 apprehensions at the southwest border in August 2026. For fiscal 2026 through August the total was 89,760, putting the year on pace for about 98,000. That would be the lowest since fiscal 1967. In fiscal 2022 and 2023, apprehensions passed 2 million a year.

The Homeland Security Department says it has gone 16 straight months without releasing anyone apprehended by Border Patrol into the US.

The wall

The money for the wall came from the July 2025 tax and spending law, which appropriated $46.5 billion for border barriers, available until September 2029. By August 2026, according to figures reported by TIME, $33.6 billion was under contract.

J.H. Campbell is a 1,560-megawatt coal plant on Lake Michigan. Its owner, Consumers Energy, planned to close it in May 2025. On 23 May 2025, days before the date, the Department of Energy ordered it to keep running. It has been running on rolling 90-day orders ever since.

On 11 September 2026 the D.C. Circuit ruled 3 to 0 that DOE exceeded its authority in issuing that order.

On 29 September 2026, Gen. Michael Guetlein told a Senate Armed Services subcommittee that an initial version of Golden Dome, the planned national missile defence system, could be ready by 2028, built from existing radars and interceptors. Six weeks earlier he had put it more bluntly to an audience in Huntsville: if the funding doesn’t come, there’s no Golden Dome.

Golden Dome is the defence programme where the gap between ambition and money is widest. The President announced it in May 2025 at $175 billion, to be fully operational within about three years. Congress gave it $24.4 billion through the July 2025 reconciliation law. The rest depends on bills that haven’t passed.

After five rounds of layoffs and reassignments, it has “little more than half” that, according to officials quoted by Federal News Network in July 2026. Senator Tom Cotton, who chairs the Senate Intelligence Committee, has proposed capping it at 650.

ODNI also has its third leader in a year. Jay Clayton, the former chair of the Securities and Exchange Commission, was confirmed as director of national intelligence on 28 July by 51 to 47 and sworn in on 3 August.

In September 2026 Immigration and Customs Enforcement made more than 48,000 arrests, according to an official speaking to NBC. Around the start of October it was holding about 69,000 people in detention. In fiscal 2025 the average was 42,500.

ICE can sustain that pace through a budget arrangement few agencies have. Its money no longer depends on the annual appropriations fight that just left most of the government on a stopgap. Two reconciliation laws, passed by simple majorities, fund ICE and the Border Patrol into early 2029.

Fiscal year 2027 started on 1 October with the US government open. That’s worth saying, because over the past twelve months it often wasn’t.

It’s running on a continuing resolution. H.R. 6500, the Continuing Appropriations and Extensions Act, 2027, became Public Law 119-103 on 2 September 2026. It keeps agencies funded at existing levels until 11 December, 72 days into the fiscal year. If Congress does nothing more, funding lapses on 12 December. None of the twelve regular appropriations bills for the year has been enacted.

A law now moving through Brussels could decide whether they may keep hosting its most sensitive public data. Those articles set who qualifies to host public-sector data at each level of sensitivity, and they turn on conditions the United States may not meet.

There is still no federal law that overrides state AI rules in the United States. Twenty-one months into an administration that wants one, the score looks like this: one state law rewritten under pressure, one state law in force and untouched, and a federal bill that hasn’t been introduced.

The fight matters beyond America. The EU has one AI rulebook for 27 countries.

On 1 October 2026 every state started paying a bigger share of the cost of running SNAP, the food assistance programme. Their share of administrative costs rose from 50% to 75%, a shift of about $3.4 billion a year from Washington to state capitals. It’s the first of several cost transfers written into the July 2025 reconciliation law, and it arrives as state budgets are already tightening.

The state picture

The National Association of State Budget Officers’ spring 2026 survey shows the slowdown. States spent an estimated $1.38 trillion from their general funds in fiscal 2026, up 7.9%. For fiscal 2027, governors recommended $1.36 trillion, a 1.4% decline in aggregate, though one large state drives much of that. The median state plans growth of just 0.6%. Between 22 and 23 states proposed flat or lower spending.

In August 2026 Login.gov, the federal sign-in service run by GSA, began accepting mobile driver’s licences to prove identity. Users with a state ID in Google Wallet or Samsung Wallet can now verify themselves without photographing a plastic card and taking a selfie. Apple Wallet isn’t supported yet. The feature is optional, and the original target was March 2026.

On 30 September GSA’s identity proofing contractor, Xcelerate Solutions, with Socure as subcontractor, said its $163 million, five-year order now supports the mobile licence flow.

Pocket Rescissions Explained: How a 1974 Law Against Nixon's Impoundments Became the 2025-26 Budget Fight

On 25 September 2026, five days before the fiscal year ended, the White House sent Congress a special message proposing to cancel $810 million across 11 accounts in seven departments. The biggest item was $567 million for refugee and entrant assistance at HHS. The House had already said it would be out until November.

That timing is the whole point of a pocket rescission. Under the 1974 law that governs it, the President can hold back money he has proposed to cancel for 45 days while Congress considers it. If the money expires before the 45 days are up, it’s gone, whatever Congress does. On 29 September GAO ruled that the President may not force the expiry of money Congress enacted and didn’t rescind. The money appears to have expired on 30 September anyway.

Section 232 of the Trade Expansion Act of 1962 lets the Commerce Department investigate whether imports threaten national security and lets the President set tariffs if they do. Since the Supreme Court struck down the emergency tariffs in February 2026, it has become the administration’s main tariff tool. It now covers steel, aluminium, copper, cars, trucks, lumber, some semiconductors, patented drugs and drones, with polysilicon due in December.

The law suits the purpose. It needs no vote in Congress, has no time limit and sets no ceiling on rates. The courts have mostly deferred to the executive on what counts as national security.

On 28 September 2026 China’s Commerce Ministry confirmed what Washington had announced a few days earlier: the US–China trade truce is extended by two months, to 10 January 2027. With it goes the pause on a US rule that would have extended chip export controls to companies majority-owned by listed Chinese firms.

Two months is the new unit of semiconductor policy. Rules are issued, suspended, licensed, frozen and extended on short timers, and each government runs its own clock. For a chip company, the problem in 2026 is four or five moving regimes that don’t line up.

On 17 September the State Department notified Congress of a proposed sale of 48 F-35 fighters to Saudi Arabia, worth $24.3 billion. It would make Saudi Arabia the second country in the Middle East, after Israel, to fly the jet. The same month brought a $5 billion sale of more than 10,000 bombs and $750 million in tank engines to Riyadh.

Meanwhile a record $14 billion package for Taiwan, mostly Patriot interceptors and an integrated air defence command system, has been on hold since the President’s summit with Xi Jinping in Beijing in May. Taiwan’s defence minister said on 29 September that it was still pending.

On 23 September 2026, the day Xi Jinping arrived in Washington for a three-day state visit, US Treasury Secretary Scott Bessent said the trade truce between the two countries would be extended to 10 January 2027. The aim, he said, was to give both sides more time on the economic front. China’s Commerce Ministry confirmed the extension a few days later.

Two more months. The truce has become the operating system of US–China economic relations: a set of suspended threats, each with an expiry date, renewed just before they bite.

The Department of Government Efficiency formally ended on 4 July 2026, the date written into the executive order that created it. There was no closing report. OMB Director Russell Vought said there wouldn’t be one. In practice DOGE had stopped existing months earlier. In November 2025, Reuters quoted OPM Director Scott Kupor saying of it, “That doesn’t exist.” Its functions had been folded into OPM.

What DOGE leaves behind is two sets of numbers: the savings it claimed and the people who left government. GAO has now checked both.

On 31 August 2026 the White House budget office told federal agencies to make Login.gov the default way Americans sign in to government services. Memo M-26-18 gives agencies two years to offer Login.gov on every public-facing site in scope, and one year for the highest-traffic services. Commercial identity providers such as ID.me and CLEAR are allowed only by exception. Defence, intelligence and national security systems are exempt.

It’s the closest thing Washington has to a national digital identity policy. The United States has no national ID card and no state-issued digital ID. What it has is a patchwork: a GSA login service, a private company running identity checks for the tax agency, and driver’s licences issued by fifty states.

On 15 September 2026 the United States sent EU lawmakers a paper warning that it “will review all potential response measures” if the EU writes a European preference into its next long-term budget. One of the measures on the table: rolling back the Buy American waivers that let European defence companies compete for Pentagon contracts.

Nineteen of the EU’s 27 member states have Reciprocal Defense Procurement agreements with the US. Under them, American buyers waive Buy American rules for those countries’ firms, and the countries do the same for US firms. Washington is now signalling that the deal works only if Europe keeps buying American too.

Section 702 of the Foreign Intelligence Surveillance Act expired at midnight on 12 June 2026. Congress had extended it twice in short bursts that spring and then failed to agree on a longer renewal. It was the first time the programme’s legal authority had lapsed since it was created in 2008.

The surveillance hasn’t stopped.

The United States has no federal AI law, and the administration’s main AI fight in 2026 is with American states that wrote their own. Across the Atlantic, the EU has the opposite problem: one detailed law for 27 countries, which it has just slowed down.

The EU’s AI Act was meant to bite hardest on 2 August 2026. Brussels moved the date, by law, a month before.

Between October 2025 and May 2026, the federal government spent $722.7 billion on net interest and $630.9 billion on national defence, according to Treasury’s monthly statements. Interest beat defence by $92 billion in eight months. In fiscal 2025 the two were close: $970 billion on interest, $917 billion on defence.

That crossover is the most concrete sign of what the Congressional Budget Office’s projections have been saying for years. The debt is now large enough that paying for it competes with everything else the government does.

For most of the eighty years since, the arrangement now called Five Eyes has been the closest intelligence partnership between sovereign states anywhere. Raw signals intelligence moves between the five almost as if they were one service.

That still mostly holds. What changed in 2025 is the edges.

The US federal workforce fell by nearly 256,000 people, more than 11%, between December 2024 and January 2026, according to GAO. Eighteen of the 22 large agencies it examined shrank by more than 10%.

Britain set out to shrink its state too. In March 2025 Chancellor Rachel Reeves promised to cut departments’ running costs by 15% by 2029-30 and said civil service numbers could fall by 10,000. In January 2026 the target rose to a 16% cut in administrative costs over five years. Yet the Office for National Statistics counted 557,000 civil servants in June 2026, 1,000 fewer than in March and 6,000 more than a year earlier. In full-time equivalents the civil service reached about 524,000 in March 2026, the highest since 2005.

In March 2026, at a summit in Washington, US Trade Representative Jamieson Greer announced a US–Japan action plan on critical minerals. It’s meant to be the basis for a binding agreement among several countries, with minimum prices for minerals enforced at the border, coordinated stockpiles and joint financing for mining and processing projects. The same summit added a memorandum on deep-sea rare earths near Japan’s Minamitorishima island and a second tranche of Japanese investment, up to $73 billion, including 13 critical mineral supply chain projects.

On 1 August 2025, hours after the July jobs report came out, President Trump fired the Commissioner of Labor Statistics, Erika McEntarfer. The report showed 73,000 new jobs, and revisions cut the previous two months by a combined 258,000. The President said the numbers were rigged. He gave no evidence.

It took a year to replace her. The first nominee, E.J. Antoni of the Heritage Foundation, was named in August 2025 and withdrawn at the end of September. The Bureau of Labor Statistics ran under an acting commissioner, William Wiatrowski. In January 2026 the President nominated Brett Matsumoto, a BLS price-index economist since 2015 who had also worked at the Council of Economic Advisers. The Senate confirmed him by 51 votes to 47 in August 2026.

The General Services Administration’s Multiple Award Schedule is the federal government’s biggest catalogue of things it can buy without a full tender. GSA says it moves more than $52 billion a year in products and services. An analysis of GSA data puts fiscal 2025 sales at about $50.6 billion, with about 14,600 contract holders and roughly a third of sales going to small businesses.

It’s in the middle of a shake-up. In fiscal 2025 GSA cut about 1,600 contracts it judged unnecessary. In May 2026 it reorganised its Federal Acquisition Service, putting the schedule in one office alongside its big governmentwide IT contracts. And since March 2025, an executive order has made GSA the central buyer of common goods and services for the whole government.

In August 2025 the US government became one of Intel’s largest shareholders. It took 9.9% of the company, 433.3 million shares at $20.47 each, for $8.9 billion. The money wasn’t new. It was $5.7 billion of CHIPS Act grants Intel hadn’t yet received, plus $3.2 billion from a defence programme for secure chips, converted from grants into equity.

Four years after the big chip subsidy laws, the four main manufacturing democracies outside Taiwan are spending in very different ways. Washington is turning grants into deals. Brussels is rewriting its law after admitting the target was out of reach. Tokyo is pouring money into one national champion. Seoul has moved from subsidies to legislation and funds.

Since 2011 GAO has published an annual report on duplication, overlap and fragmentation in the federal government: programmes that do the same thing, agencies that trip over each other, and money that could be saved by fixing it. The sixteenth edition came out on 12 May 2026.

The headline number is big. GAO estimates that acting on its past recommendations has produced about $774.3 billion in financial benefits since 2011, up about $49.3 billion since the previous report.

GAO’s annual assessment of major weapons programmes, published on 2 July 2026, covered 104 programmes with planned spending of more than $2.4 trillion. It found the average time to field a new capability is now over 12 years, and rising. Of 40 programmes started on the Pentagon’s fast “middle tier” path since 2018, 18 began with immature technology.

That’s the baseline against which Defense Secretary Pete Hegseth’s acquisition overhaul, launched in November 2025, will be judged.

A year after allies agreed at The Hague to spend 5% of GDP on defence by 2035, five of them already spend more than 3.5% on core defence, a bigger share of their economies than the US. Most of the big Western European economies are somewhere between 2% and 2.7%.

On 23 December 2025 the Supreme Court refused, by 6 to 3, to let the administration deploy federalised National Guard troops in Illinois. The Court read the law the President relied on, 10 U.S.C. 12406, narrowly. It allows the Guard to be federalised when the President can’t execute the laws with the “regular forces.” The Court said that means the active-duty military, so the Guard can be sent in only where active-duty troops would be insufficient and could lawfully do the job themselves.

On 16 July 2025 the Federal Railroad Administration terminated about $4 billion in grants to California’s high-speed rail project. The Transportation Department put its projected total cost at $135 billion, with about $15 billion spent over 16 years. California is now laying track in the Central Valley with no federal money at all.

Britain’s HS2 tells the same story at a different scale. On 19 May 2026 Britain’s Transport Secretary, Heidi Alexander, gave Parliament the new price of HS2. The line from London to Birmingham will cost between £87.7 billion and £102.7 billion. In 2019 prices, the estimate is now £70.9 to £82.2 billion, against £35 to £45 billion before. The first trains, between Old Oak Common in west London and Birmingham Curzon Street, are expected between May 2036 and October 2039. The full route into Euston follows between 2040 and 2043.

The projects expected about $1.06 billion in savings, but 98% of that isn’t expected until fiscal 2027 or later. Realised savings so far: about $13.5 million, from 11 projects. A Treasury system, written in COBOL and assembly language, is 59.

Eight of the eleven still run on legacy languages.

The 2027 filing season, for tax year 2026, will be the first in which employers report qualified overtime pay on W-2 forms, under a new box 12 code. The IRS confirmed the reporting rules in August. Workers can deduct up to $12,500 of overtime pay, or $25,000 on a joint return, with the deduction phasing out above $150,000 of income for single filers. Similar reporting for tips is on draft 1099 forms.

CrossGov.com is an independent publication about how US government works at every level, with a primary focus on Washington and the federal government, alongside state and local affairs: what Congress and legislatures fund, what agencies do with the money, what the courts allow and what the watchdogs find.

The name describes the method. Washington’s decisions cross borders, agency lines and the lines between federal, state and local government, so we follow them across all three. A tariff ruling ends up in Tokyo and Brussels. A rule written at the Commerce Department splits a company in the Netherlands. A procurement change at GSA decides what software a whole government runs. When another country has tried the same thing, we look at how it went, because the comparison is often the fastest way to see whether a US policy is working.
