CRS Report on FY2027 Proposed Military Construction Appropriations, A Summary
The Government Accountability Office reviewed the FY2027 Proposed Military Construction Appropriations. The Department of Defense requested $28.566 billion for military construction and family housing programs. This request was about 45% more than the $19.737 billion provided in the FY2026 act. Congress considered a draft bill that would provide the Department of Defense with $19.200 billion for these programs.
Family Housing Funding Details
The Family Housing budget included accounts for construction, operation and maintenance, the Family Housing Improvement Fund, and the Unaccompanied Housing Improvement Fund. Congress did not pass regular appropriations bills for fiscal year 2027 when it began on October 1, 2026. The Continuing Appropriations and Extensions Act, 2027 provided funding to continue Military Construction and Family Housing programs through December 11, 2026. This funding rate was based on the amounts, authorities, and conditions in the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026. Section 146 of the Continuing Appropriations Act, 2027 gave the Department of Defense new start authority for housing construction at the Medical Education Training Complex at Joint Base San Antonio in Texas. This project involves five dormitory facilities that can house 6,000 joint force combat medic students.
